Eugene Zapata Garesché

At GIZ, Eugene serves as Team Leader coordinating a €500 million European Union global initiative advancing the Territorial Approach to Local Development (TALD). In this role, he promotes city, local, and regional governments as development actors in more than 70 priority countries in Africa, Asia Pacific, Latin America, and the Caribbean. Before this, Eugene was the Global Director for Strategic Partnerships and Head of Latin America and the Caribbean for the Resilient Cities Network. From 2009-2016, he served as International Advisor to the Mayor of Mexico City, where he led the AL-LAs project, a network of European and Latin American cities working to professionalize their international affairs. He was also the Latin American Regional Director for the World Fund for City Development (FMDV) as well as the North American Secretary of METROPOLIS, a global association of the largest cities. Eugene has extensive experience in city-to-city cooperation, decentralization, and local government. He has authored dozens of books and articles and lectured on the international affairs of cities and mayors. He serves on the Editorial Board of the Americas Quarterly among other advisory roles. He holds a BA in International Relations from UNAM and master’s degrees from the Sorbonne and LSE.
