Community-based water organizations (CWOs) in Latin America serve nearly 80 million people. To overcome management and operational challenges, individual CWOs often join federations of CWOs. The project will develop a systemic understanding and approach to fostering the formation and operation of federations that respond to member needs and fortify sustained and equitable governance of local drinking water systems. This will give policymakers, federation leaders, and local practitioners confidence that they are adopting policies and strategies that meaningfully improve the delivery of potable water to rural areas and communities with limited water infrastructure.
