Inclusive and Sustainable Conservation Partnerships: Improving Peru’s Market-based-mechanism Strategies with Indigenous Communities

In 2010, Peru launched a program to conserve 54 million hectares of tropical forest. The Programa Nacional de Conservación de Bosques para la Mitigación del Cambio Climático (PNCB) incorporates Conditional Direct Transfers (TDC) to secure the participation of indigenous forest communities. User dissatisfaction with TDC's terms and rollout led to higher-than-anticipated dropout rates following the 10-year mark. A project team from MSU’s Forest Climate and Carbon Program, Pontificia Universidad Católica Perú, and the Center for International Forestry Research are working with PNCB and the Coordinator for the Development and Defense of Indigenous Peoples in the San Martin Region (CODEPISAM) to co-design and test strategies to improve inclusion in and satisfaction with the TDCs. The resulting toolkit will prioritize three components – centering communal development plans, strengthening the existing indigenous economy, and advancing gender equity – to improve enrollment and retention rates. The free digital and print toolkit will be available in Spanish and English and widely distributed on the web and in online communities and fora.
